The following exert is an eye witness statement. Please read into it what you will. This has been reported to mufon who I am sure are investigating:
Laying in yard, watching/waiting on perseid meteor shower. noticed due west/just slightly to the north what appeared to be a mylar balloon. i realized it wasn’t as it was full dark and the object was reflecting sunlight off its surface. it appeared to be similar in visual size to the head of a map pin (those pins with colored balls/tips used to stick in maps for location marking) held at arm’s length. it appeared to be stationary at first then started moving somewhat erratically. at first i wasn’t sure if my eyes were playing tricks on me as i had noticed that sometimes when viewing the night sky your eye movements can make the stars appear to jump around if there are no close stationary visual reference points. i used my home’s roof line for a stationary reference point as my home was west relative to my position in my yard and it was in my field of view while viewing the object. it moved in what i can only describe as almost a mothlike motion: it would move smoothly forward a short distance then seem to stutter or pulse forward in tiny jerks then it would almost appear to be flying in slow figure eights (kind of like those irritating flies that seem to gather in the shade right outside your screen doors in the summer). it did this over probably a 10-20 degree arc of the sky. i watched it for about 10 minutes more or less then got bored and went inside.
